Jessica Reeves

Jessica Reeves is a senior strategist and social impact leader operating at the intersection of federal policy, digital innovation, and economic opportunity. She currently serves as a Public Policy Manager for the U.S. and Latin America at Amazon, where she leverages her extensive background in government relations and small business to navigate complex regulatory landscapes and advance strategic initiatives across the Americas.

 

Before joining Amazon, Jessica served in the Biden-Harris Administration as a senior official within the Small Business Administration’s (SBA) leading the Office of Public Engagement. In this capacity, she helped lead the agency’s strategy to ensure the nation’s 33 million+ small businesses could navigate and access federal resources. Jessica’s work helped establish new partnerships between the federal government and the private sector, directing joint initiatives with global technology leaders including Google, Amazon, and Microsoft to accelerate digital adoption and market competitiveness for small business owners.

 

Throughout her tenure, Jessica prioritized the integration of tech-driven tools to close the resource gap for underserved entrepreneurs. She spearheaded nationwide campaigns to democratize access to capital and technical assistance, leveraging her background in media and technology to translate complex federal programs into actionable opportunities for local economies. Her work extended beyond traditional advocacy, focusing on the infrastructure of the "innovation economy" by collaborating with congressional leaders and federal agencies to ensure small businesses remained resilient in an increasingly digital marketplace.

 

Prior to her federal service, Jessica established a significant track record in civic technology and organizational leadership. As the Chief Operating Officer of Voto Latino she managed an $8 million budget and a staff of 20+ during critical election cycles, leveraging high-impact digital tools to engage and empower youth voices into the democratic process. As a pioneer in transformative campaigns, she co-founded National Voter Registration Day and Support Latino Business, and launched groundbreaking partnerships such as the first “Ride to the Polls” project with Lyft. Through her consulting firm, JL Reeves Strategies, she has also provided strategic counsel on coalition building and leadership development to a diverse portfolio of partners, ranging from locally focused groups like the Texas Future Project to national organizations including Rock the Vote, Supermajority, and the YWCA.

 

Jessica earned a BA from Boston College and an MA from Georgetown University. A native of El Paso, TX, she currently lives in Washington, DC with her husband, two daughters, and two Boston Terriers.
