
John Breyault
John Breyault is a nationally recognized consumer advocate with over 20 years of experience championing the rights of the underserved and navigating the complexities of the modern marketplace. As Vice President at the National Consumers League (NCL), he directs the organization’s advocacy before Congress and federal agencies, focusing on the intersection of technology and consumer protection. His portfolio includes telecommunications, data security, privacy, artificial intelligence, and live event ticketing, ensuring that the consumer voice is represented in federal rulemaking and legislative debates.
In addition to his policy work, John leads NCL’s flagship consumer protection initiatives, including Fraud.org and the #DataInsecurity Project. A regular contributor to the Washington Post, New York Times, and Wall Street Journal, John has testified multiple times before Congress to address systemic fraud and the evolving risks of the digital economy.
John Breyault also served as co-chair for the Federal Communications Commission (FCC) Consumer Advisory Committee, where he led the development of a first-of-its-kind report examining how artificial intelligence could be used to protect consumers from unwanted robocalls and robotexts. This work directly informed federal policy, contributing to the establishment of the first rules across the government to govern how AI is used in telecommunications.
Prior to joining NCL in 2008, John was the Director of Research at Amplify Public Affairs, where he helped launch the firm’s digital public affairs practice and produced actionable research on emerging policy trends.
A graduate of George Mason University with a degree in International Relations, John is a leading figure in the advocacy community translating complex technical and economic shifts into localized, actionable protections that safeguard the public interest.
