
Emily Chi
Emily Chi works at the intersection of policy, privacy, and technology, focusing on practical solutions that balance innovation, equity, and protection. At Block, Inc., she leads enterprise privacy efforts, coordinating regulatory change projects and updating policies to strengthen compliance and reduce risk.
Previously, as Senior Director of Technology and Telecommunications Policy at Asian Americans Advancing Justice – AAJC, Emily guided national efforts to ensure the responsible development and adoption of artificial intelligence (AI) technologies, with an emphasis on preventing algorithmic harm and protecting civil rights. She worked closely with policymakers, industry leaders, and civil society partners to advocate for AI governance frameworks rooted in transparency, accountability, and safety with an emphasis on bridging disparities for historically unserved and underserved communities.
During her tenure she directed the research and development of two groundbreaking reports—Digital Literacy in the Asian American, Native Hawaiian, and Pacific Islander Communities and Digital Divide in the Asian American, Native Hawaiian, and Pacific Islander Communities—among the first to use in-language phone surveys to highlight the unique digital barriers facing these communities. These reports offered actionable insights for policymakers and technologists, exposing the gaps in digital access and literacy that are too often masked in aggregated national data.
Emily also led the Asian Tech Table, a coalition of national AANHPI organizations committed to bridging the digital opportunity gap. Together they spearheaded advocacy initiatives to improve broadband access, digital literacy, and culturally competent technology policy for underserved AANHPI communities nationwide.
Emily has also held roles in global data ethics at LiveRamp, where she addressed the ethical implications of emerging technologies; privacy governance at Wove, and at the U.S. Department of Justice, where she supported data and civil rights initiatives. Across roles, she is committed to building trust across sectors and translating complex policy challenges—especially around AI and data use—into strategic, human-centered solutions that protect rights and advance equity.
